Digital Ethiopia 2025 – A Digital Strategy for Ethiopia’s Inclusive Prosperity
Executive Summary Technological change has been the primary driver of social development, productivity improvements and inclusive growth. The world is, once again, at the dawn of the next technological change. Countries are at different stages and have different opportunities available to them in this new paradigm. A critical first step is to ensure the approach selected for digital transformation is treated as a means to a country’s national development vision and priorities. For Ethiopia, a digital transformation strategy needs to be aligned with critical Homegrown documents i.e. the 2019 Homegrown Economic Reform Agenda and the Ten-Year Development Plan (2020-2030) as well as with international commitments such as the Sustainable Development Goals and the African Union’s Continental Digital Strategy. These guiding Government documents aim to correct macroeconomic imbalances, address structural impediments to inclusive prosperity and highlight sectoral priorities – ultimately to develop an inclusive, knowledge-based and prosperous society. Agriculture, manufacturing, mining, information and communications technologies (ICTs), the creative industry and tourism are the selected sectors that Government has prioritised for job creation, forex and exports, and inclusive growth. Export Market Potential Index (EMPI) for Ethiopia – 2019
About the Index Given the eminence importance of export growth for the economic development of developing countries like Ethiopia, international marketing has become increasingly important both at a macro- and micro- level. As such, TAP Ethiopia has developed the Export Market Potential Index (EMPI) with a particular focus on Ethiopia, so as to provide guidance for Ethiopian companies interested in determining which international markets present them with the most opportunities for a successful market entry. The EMPI for Ethiopia is a methodical analysis which identifies and ranks the aggregate market potential of 120 countries for 2019 as potential export markets for Ethiopia. It ranks these 120 countries based on eight (8) dimensions: Market Size, Market Growth Rate, Market Intensity, Market Receptivity, Market Openness, Logistics Infrastructure, Economic Freedom, and Governance/ Institutional Quality. Each of these dimensions are measured using an aggregated set of credible and quantifiable indicators, whose values are converted into a 1-100 scale based on their relative magnitudes in each of the eight dimensions.
